A seriously suntanned Biebs and the pretty actress were spotted together enjoying grub at a steakhouse in Beverly Hills.
Yet instead of oozing a post-holiday golden glow the Canadian matched his sullen pout with harsh red colouring to his face after soaking up the sun on a recent break.
The blonde Bates Motel star looked cute in a stylish black t-shirt with a deep V neck that showed off her cleavage and a pair of sexy skintight jeans.
Yet her popstar companion dressed down and went for a more casual combination of ripped jeans and a chunky coat.
The cute couple tucked into dinner at Mastro's Steakhouse though an eyewitness told etonline.com that the chart-topper seemed "serious" and "reserved."
They walked closely together as they left the swish eatery and headed home.
Justin famously dated fellow singer Selena Gomez while Transformers star Nicola, 21, is no stranger to the pop scene herself after having appeared in the video for Zayn Malik's track It's You.
The star is continually linked to his childhood sweetheart Selena, who he has dated on and off since 2010, yet snaps of him with gorgeous Nicola suggest he may have moved on.
Although he has a new beauty on his arm, Justin still likes to dine at the meat-feast restaurant where he was often spotted with raven-haired Selena.
Meanwhile it seems Justin, 22, may have picked up his harsh suntan during a recent break with some lad pals.
Yesterday he took to his Instagram account to upload a series of shots showing him clad in a wetsuit for a stint on a jet ski as well as chilling out by a campfire.
Next to the shot of the blazing flames he wrote: "These are the nights I live for."
He also treated fans to a sexy topless selfie showing off his array of chest tattoos as he posed with a pal.
The blonde gave his best puppy dog stare as he looked straight into the lens and gave a peace sign.
Earlier this week he blasted the Billboard Awards for being "fake" and "hollow" - despite being given two awards at the star-studded event.
The pop star took to his Instagram page to slam the ceremony, and similar ones, saying he never felt very good when he attended them.
He insisted he felt as though he was being graded for his performance and too many stars are worried about how much camera time they receive.
He said: “I don't know about these award shows... No disrespect to anybody at any of the shows or the people running it. Nothing but love for you guys and your support. But I don't feel good when I'm there nor after. I try to think of it as a celebration but can't help feeling like people are rating and grading my performance.
“A lot of people in the audience there to be seem worried about how much camera time they will get or who they can network with. When I'm doing a regular show I feel they are there for the right reasons and to strictly have a good time! But these award shows seem so hollow.
“I get the premise is to award people for their accomplishments, but is it really? Because when I look in the audience I see a bunch of fake smiles so that when the camera hits them they look happy.”
